Is there really a need for families to foster?
Yes! There is a huge need for foster families across Texas.
Today, almost all children referred for placement are school-aged and/or part of a sibling group.
There are rarely enough families for:
- African American or Hispanic children
- Children with physical, mental and/or behavioral special needs
Who can become a Foster or Adoptive Parent with PCHAS?
We're looking for people who want to be a safe, loving, and nurturing family for children who need one.
We're not looking for perfection; we're looking for people who are able and willing to walk beside children who have experienced hardships.
What other requirements are there for my family and home?
Foster and Adoptive Parents need to be:
- A high school graduate, have completed a GED or able to pass an equivalent skills test
- Able to nurture the spiritual life of every child, but don't have to be Presbyterian
- Respectful of each child's cultural heritage and religious preferences
- Physically, mentally and emotionally able to meet the needs of children
- Financially stable
- Single, married or divorced
- At least 21 years old
Foster and Adoptive Parents can be:
- Experienced or first-time parents
- Working, retired or somewhere in between
- Homeowners or renters
To become verified, Foster and Adoptive Parents will:
- Complete a background check, including fingerprinting, for all household members age 14 and up
- Become certified in CPR and First Aid
- Provide personal documents, such as driver's license, Social Security card, auto and home insurance and birth certificate
Your home must:
- Pass a fire and health inspection
- Have appropriate space for children
- Up to four children may share a bedroom (when space allows) and every child must have their own bed
- Children age five and under may share a bedroom with children of the opposite sex
What else do I need to know?

All agencies have the ability to serve any child in the Texas Foster Care System and are notified every time children need placement.
We’ll work together on your placement profile as we get to know your family. You will share about the age, sex, race, number and needs of children you are prepared to parent and you’ll always have the final say about who joins your family.
When choosing an agency, it’s important to consider its location, size, requirements, training and staff qualifications. More importantly, you need to choose an agency you trust to handle the details and advocate for your family.
There is no fee to become licensed; however, there may be some small costs for items like CPR/First Aid certification, TB test, fire extinguishers and smoke detectors.
Foster families receive a per diem to offset the cost of caring for children each month.
Healthcare expenses for children in foster care are covered by Medicaid. This includes doctors, dentists, therapies, prescriptions and most other medical needs.

What is The Foster Care Village?
At The Foster Care Village in Itasca, Texas, families live in community with others who are fostering.
Do you have an infant adoption program?
Voluntary adoption is available to families who are seeking to adopt an infant. You can read more here.
Do you handle foster care or adoption outside of Texas?
In Texas, PCHAS holds a state license to place children in homes and to verify (license) a home. In Missouri, just as in Texas, PCHAS began as an orphanage and evolved to manage foster care and adoption cases. In Missouri we do not license homes and so refer anyone interested in fostering or adopting to a licensing agency such as Missouri Baptist Children's Home or Cornerstones of Care.
